WILL THIS END INSECURITY

Members of parliament this week will table a bill which is expected to give the National Intelligence Service[NIS] power to monitor mobile phone`s call,email and Sms without a court order.

This comes in after the government is undergoing vices of insecurity from a terror group claiming to be the Alshabaab.This has left more than 70 people dead at least in the last two months in Lamu. Upon an order from The Inspector General of Police issuing of curfew order to give Lamu resident a kind of rest due to the increased number of terror attacks,the resident has reacted negatively and call it as undemocratic and vow to go to court if the Inspector won`t remove this order.

To curb insecurity,MPs this week will be discussing various possible solutions including surveying of phone calls,emails and short text messages on individuals who Will  be organizing any attack or breaking rules of the land on matters of security.This bill is geared  towards getting culprits who will be using communication gadgets to mobilize the society to involve themselves in attacks,killing those involving in hate speeches and planning of such attacks.

However some citizen has negative respond towards this bill,some claiming that it will even make matters worse because some one in officer can bribe the law and things go as normal,others claim that indeed it will increase family conflict.

Cash transfer programmes

Cash Transfer is a social protection mechanism which is under the Ministry of Labour, Social Security and Services.
Cash Transfer was introduced to Kenya in the year 2004 reached Mombasa in 2009 and it is sponsored by the United Kingdom.
Cash Transfer works on 4 major arms: CT- OVC for orphans and vulnerable children, CT- Elderly for the older/aged persons, CT- Disabled persons both physical and mental disability, UFS- Urban Food Subsidy which provides food to poor and needy people in urban areas.  It is currently in Mombasa.
The main objective of CT –OVC is to increase access for school enrolment, attendance and retention of children aged between 4 and 17 years in basic schools.
Another major key element is to increase access to basic health services among children aged between 0 to 5 years.
Thirdly, CT – OVC tries to improve household food consumption, nutrition and food security.
CT- OVC also tries to foster civil registration by increasing the number of OVC, accessing birth certificates for OVC, National ID for care givers and death certificates for deceased parents.
Lastly, CT- OVC also helps in strengthening capability by increasing access to OVC related services by improving linkages with other Ministries and partners.
And when we asked who an OVC is, Mrs Elizabeth, a Sub-County children officer at Kisauni had the pleasure to clear the air that OVC stands for Orphans and Vulnerable Children and that any child who is single or double orphaned is an OVC.
A child who is single or double orphaned is an OVC.
A child who is chronically ill or who has a chronically ill caregiver is also termed as an OVC.
Any child living in a child headed household due to orphan hood also qualifies to be an OVC.
Take not that a special needy child – cerebral palsy, autism is also an OVC said Elizabeth.
And when we found that Mrs. Elizabeth had a lot on CT – OVC, we went ahead and asked on the criteria the Ministry use for eligibility.
For you to qualify as a CT – OVC beneficiary, you must have an OVC aged between 0- 17 as a permanent resident of that household.
Household must be living in extreme poverty.  Take note that when CT programmes started, it eyed the districts which were at a higher poverty level like Kilifi, Samburu and others.
The last condition is that one should not be a beneficiary of any other similar programme that is sustainable and continuous i.e. any other programme in the area of CT programmes.

Who is to blame?

It’s a tale tell detailing facts right to the end. I like the spirit emulated by our fellow Kenyans at the Coast every time national examination results are announced. I am talking of the real Coastal inhabitants.
Coastal people will go celebrating for the victory of a school or say an individual who is not from either of the tribes in the coastal region but happened to score a B- in KCSE. Keep it up nice people. Am I being sarcastic?
When you try to scrutinize in detail the level of education of those celebrating, it’s certainly amazing that you will find some to have either dropped at class seven or the highest, form three when ohm’s law, loci mathematics and too many chemical equations demanded full attention and things started baffling. Then those who did the same exam with thevictor- the B- scorer only managed to get between D+ and D-, God forbid. What happens?
On the other side the celebrated victor will not go shouting and rejoicing.  Instead he follows his father shocked by the results and say “daddy I need to go back to form three and prepare a fresh for better results.  This is not what I expected father, or what do you expect me to do with a B-. Then the father nodes in consent. Is this a slight matter guys? Come on, let us be realistic. It’s high time we should highlight things and bring them to the lime light. Kenyans, should we be delighted at the plight of our brothers and sisters? I strongly believe that none of us wants to fail in any aspect of life isn’t it? A relaxed mind is a settled mind and a settled mind is an opportunity to so many important things in life and again, such important things can be summed up or be constituted into one most vital goal; Success, then prosperity follows.

The major itching question that should concern every one of us today is; who is actually to blame for the deterioration of performance and the low level of education among the real inhabitants of Taita Taveta, Kilifi, Mombasa and Kwale among other counties at the Coast?

I have no doubt that TSC employs qualified teachers in our schools, good work TSC. However, a divided mind will always have divided attention, hence low input to the student. A teacher operating a boda boda will never concentrate on the students but will always be in school when required by the school lesson time table, or even send a fellow teacher to give some assignments to the students and continue with other businesses. TSC should do something about this greedy attitude. It’s a fact that most parents along the coastal region don’t give education a priority, am I being ironic?
Poverty; this is attributed by laziness, meanness and the spirit of selfishness. We have resources but have refused to use them for our benefits and the benefits of our own children. We have accepted to remain poor by not utilizing our land and the ocean. It is somewhere in Kilifi where a household has over 200 heads of indigenous cattle, yet they go hungry waiting for an NGO  to bring them relief food, a child is crying in this household for lack of school fees. Let’s open our eyes.
Parents at the Coast have no time to make follow ups on their children’s performance. They will instead advocate for early marriage or encourage them into income generating activities and domestic chores-like tapping palm wine and selling chang`aa then begin meeting domestic wants-hence the child is forced to go to school and attend to work.
Parents! no this, we should change. How is you bwana principal, nimekuja kumuombea ruhusa Hadija mwanangu wa form three na wale rafiki  zake form 4 kesho kuna birthday party yake. Kwa hivyo wacha waende nyumbani leo wakatayarishe nyumba kesho tusherehekee, kesho kutwa tuoshe vyombo, hiyo siku nyengine wafue halafu Jumatatu waje shule. Are we real serious on the well being of our children?
The environment; without beating about the bush, a student learning and  residing in poor  environment will most likely have results full of flaws. Take for instance a situation where the father sells drugs, mother sells chang`aa, brother is a drug addict and sister is a rampant experienced commercial sex worker. Where is the role model?
 Then there are those individuals outside the school premises who claim to know a lot about examinations and how to score high marks while in the real sense they know nothing at all. Starting from the beginning of first term, a candidate is told to save some cash for mwakenya. Already this is poor preparation. In this situation therefore, the candidate become laxity on studies and when the exam come, they realize that the paper they bought from the vendor is different from the one from KNEC, hence another cause for failure.
Finally the parents and religious leaders have a duty of educating the young generation about the maker of the universe, who is the creator and giver of life and prosperity. Learners, it wasn’t raining when Noah built an ark and the only time success comes before work is in the dictionary

tui la nazi zito 2 vikombe vya chai
curry powder 1/2 kijiko cha chai
bizari nyembamba ya unga kijiko cha chai 1/2
chumvi
girigilani

JINSI YA KUTAYARISHA.
   Marinate samaki na chumvi ,limau,kitunguu saum,tangawizi  kwa muda wa masaa 6 au zaidi.Baada ya hapo wakaange au waeke katika oven mpaka waive ila usiwakaushe sana.Baada ya hapo saga  pamoja  nyanya ya kopo,kitunguu maji ,kitunguu saum na tangawizi ,kisha bandika huo mchanganyiko jikoni na upike mpaka ukauke maji kisha  tia mafuta ,bizari, curry powder,chumvi na pilipili upike dakika  5.
    Badaa ya hapo tia maji  kidogo 1/2 kikombe cha chai pamoja na tui la nazi liive na mchumzi ubakie kiasi,waweke samaki kwenye sufuria ya kuokea na kisha umwagie huo mchuzi juu ya hao samaki na uwaroekee kwa muda wa 20 dakika ukisha toa kwenye oven katakata girigilani na utie kwenye hao samaki na hapo watakuwa tayari kwa kuliwa na unaweza kuwala na wali au ugali na chapati.

1 kilo mchele wa basmati mrefu au pishori
1 kilo ya nyama iwe ya kuku au ngombe au mbuzi,kata katika umbo dogo la kutosha kula  kisha uchemshe  na tangawizi na kitunguu saumu,unga wa bizari pilipili manga na chumvi ili kuweka ladha nzuri.ikisha iva itoe iweke pembeni na mchuzi wake uweke pembeni utautumia badaae.
1 kilo ya vitunguu kata slice ya mviringo
1 kilo ya nyanya nyekundu zilizoiva,osha vizuri kisha katakata saizi ndogo ndogo sana.
240gram ya mafuta ya kupikia
2 maggi chiken soup cubes
3 kijiko kidogo cha chai unga wa pilipili nyekundu.
1/2 kijiko kidogo cha chai cha unga wabizari
3 kijiko cha chai unga wa girigilani(coriander powder)
2 kijiko kidogo cha chakula mchanganyiko wa tangawizi na vitunguu saumu vilivyosaga
50gram majani ya girigalani osha na ukate.
8-12 mbegu za hiliki
15 mbegu nzima ya pilipili manga

Weka mafuta katika sufuria yako iliyo juu ya moto tayari,kisha kaanga nyama yako iliyokwisha chemsah mpaka iwe rangi ya kahawia,kisha itoe nyama hiyo na ichuje mafuta ili mafuta yanayo baki weka kitunguuna endelea kukaanga kwa dakika 7-10 kisha weka unga wa bizari,pilipili nyekundu,girigalini,hiliki na pilipili manga.
Changanya vizuri mpaka upate mchanganyiko mzuri mkavu,miminia  humo majiuliyochuja baadaa ya  kuchemshia ile nyama yako na kuiweka pembeni ipoe.kisha  weka nyanya fresh ndani ya sufuria yako pika mpaka maji yakauke na mafuta yaanze kuonekana kwa juu ndani ya sufuria.
Kisha  weka nyama yako ndani ya sufuria polepole halafu punguza moto acha ijipike kwa muda mpaka mchuzi wako na nyama vikamate ladha pia usisahau kuweka chumvi kulingana na ladha unayoipenda.chukua sufuria nyingine weka mafuta ya samli na vitunguu ilivyoslice kisha kaanga na majani ya girigani,majani ya mint funika kwa dakika 10 kisha weka mchele wako mkavu uliokwisha oshwa vizuri na uchanganye vizuri,ongeza vikombe 5 vya maji na chumvi kidogo.mchele ukishaanza kuchemka funika sufuria lako na punguza moto ,maji yakiisha kukauka kiasi weka mchanganyiko wa ile nyama yako nusu thu juu ya wali wa basmati acha wali uive kabisa itakuwa tayari kula na pakua chakula chako kikiwa cha moto.

Lorry losses control

A lorry driver had today losses control and ran into a house with occupants, the incident which happened today morning attracted huge crowd.The incident happened at vescon estate Bamburi,Mombasa. Only the driver was injured and the occupants of the house came out without any injuries.According to eye witness the driver loosed control of the vehicle which seemed to develop mechanical problems.
